Várossá nyilvánítások / Giving title of a city
IN ENGLISH:
If anybody had a doubt that Hungary is still living in the middle age you can confirm it by a small habit: the cities got the right by applying to a committee and the President of the Republic gives the title in a ceremony. In principle is a commity of expert who decide. Winners of the title get more financial resources and potencial to realize their will. The last government of Viktor Orbán open the possibility to apply to any village two years before the elections and this end of March two month after the presentation of the application for 2015 they closed the possibility for all by a decrete of the government which determined the destiny of hte application presented in January., with an retroactive effect. By now it is a fact: this year nobody won.

A stratégiai gondolkodás szükségessége / Need for a strategy
The wrong with improvisation in economic policy is not its "unorthodox" character. Many politician even try to present it its virtue. The real problem is that these are random measures, which are not harmonized, and an effect is that one measure neutralize the effects of the other. In the worst case they generate in short term a confused world.
They can convince the decision makers that he or she did something new, he or she created a big think, something never seen before. In fact we just repeat the errors of others without learning from their experiences.
Local and Regional Institute is highlighting the importance that local governments thought out their further activities, that they should have a vision of the future. To create a strategy is not an "intellectual sorcery", but to prepare yourself to the what coming next. When future is unforeseen it is even more important while by creating scenarios prepare us to potential upcoming. If what really happens is something different, the elements of this new future will be well-known, you will be prepared to react fast and smoothly.
In this framework to not to do anything, to drift, to accomplish only what is decided by others in this constantly changing vertiginous world drive to get drowned, to go down.
We unified our forces with Hungarian Urban Knowledge Center to harmonize duties of local governments to create plans and strategies for economic, financial, social or technical developments, to make productive these duties by unifying efforts and resources instead of increasing craziness.
In local and Regional Monitoring Institute we reinforce will to introduce program budgeting because it a key to rational financial management, and it harmonize local budget with economic program. This takes possible to concentrate local resources to local objectives while monitoring its effects and chances make possible immediate adjustments.

Szintek vs. ellenőrzés / Levels vs. control
English version:
The estatisation is going on very fast and nobody remember anymore the strange conditions of the socialism where the omnipotent State determined all conditions of the life, economy, politics... Those in power can enjoy what is happening because they can interfere in more and more issues, they decides about more and more funds. Their space to operate is increasing. There is no more 'local corruption' (the word itself remember me 'gypsy corruption' both terms without any sense with the only objective to not to focus on the essence of a problem) because their is only State level corruption given the fact that all decisions are taken there.
In the middle the State is developing, growing. The limits of this process are from a while around the private sector. Finally all our problems in the life depends one only person (god?). We give thanks to him for what he gives us when his in god mood and to the others when is in bad mood. But that is what he took from us previously. We are not citizens anymore we are only subjects.
It is not the small region, the county or the region which is important but the fact that those from whom the money is coming from, and those who the services are for could feel that schools, rods ore public safe are built from their money, and they could influence what it what be and how it will be. Till now the warranty were locally elected representatives. From now locally we can find offices but decisions went away.

Közérdek / Public interest
Hónapok óta intenzíven dolgozom egy cikken, amiben sok mindent, amin korábban dolgoztam össze kell foglalnom. Benne a közszolgáltatások fogalmát.
IN ENGLISH:
I am working for month on a paper summarizing my previous thoughts. This includes the definition of public services. By now it does not mean anything else than those who control public services mean by it. Do you need more brilliant prove for it than the decision to save MALÉV, the Hungarian national airways or to buy actions of RÁBA a traditional but nothing special industrial firm. No governments were able to balance MALÉV’s equities for two decades but these government with their other (big) hand take out their part from it. But MALÉV is a real national treasury, it’s being is PUBLIC INTEREST, when to know better if not when is not anymore. MALÉV is a bridge between home and abroad, it is the motor and axe of the economy. Its loses mean gain for other branches of the economy. RÁBA is not more than factories producing parts and final industrial products, buses and machines. It is a shareholding company which actions, profits are in hands of anyone, Hungarian or not who buy it. It is a company of industrial processing with important government contracts which can be important funding for determinate interest groups. This money flow should be controlled by PUBLIC INTEREST.

English version:
It is somehow surprising that the government do not take conscience and even those backing it do not call the attention to the fact that its strong willingness to reform all system and to create new centralized system is showing signs of one of the stronger dangers of doing so: the capital-city is gaining more and more power over the countryside. In this way those who will get more advantages from activities of the government will the capital, entrepreneurs and inhabitants of the capital. That city where 18 per cent of Hungarians live but produce around 30 per cent of the GDP of the country. This gap will increase. But citizens of Budapest are not really grateful for this present. It is here where first turned into a potentially wining left government the former two thirds approval of the parliamentary majority.

A várható eredmények és problémák / Strength and weekness of the expeced changes in Hungarian local government system
Az átalakulás választ keres az önkormányzati rendszer valós problémáira. Jó pontokon fogja meg problémákat a feladatok, azok differenciálásának, finanszírozásának kérdésében. Kezelni kívánja az önkormányzatok felhalmozott adósságot is. A válaszokat, amelyeket ad a rendszerváltás előtti eszköztárból meríti.
ENGLISH:
The changes look for answer to the real problems of the local government system. They identify well the causes, when they focus on differentiation of tasks, and their financing. Try to solve the problem of the debt of local governments. This last for me is more a political problem than anything else. The given answers root communist time, in the system before 1990. This is not a problem in itself because that was a bureaucratic system in its sociological sense and the public sector by definition follows bureaucratic logic. But before 1990 the system understood that bureaucratic logic in a traditional sense, and the system was antidemocratic.

Helyi feladatok államosítása / Centralization of local tasks
Ennek oka a források elégtelensége.
Már a ’80-as évek óta folyamatos forráshiánnyal küszködnek a közszolgáltatások. A helyi önkormányzatok megalakítása a helyi közösségek kezébe tette a forrásteremtés felelősségét, és annak az eldöntését, hogy mire mennyi pénzt költsenek. Egyúttal az önkormányzatok felelőssége lett a szolgáltatások minősége. Az emberség, a helyi problémák értése sokszor ellentmond a szakszerűség igényének, ugyanakkor éppen ebben jelenik meg az a plusz, ami forrásokat, energiákat, önfeláldozást képes mozgósítani. Amitől több a helyi, a közösség önmaga felé való szolgáltatása. …
In English:
If the Central Government will be responsible for local services the new system will ordered, more homogeneous and more professional. If they do it well. But in the core of operating there will be the central government interest and not that of the local community. The future is clear if we take it consideration the first decision in education which was to take the responsibility to name the director of the schools. This decision came faster than any other. It’s symbolical, without any sense and generates conflicts. Do not solve any of those problems which take in danger local education.
Local service delivery had many problems these last years. The main raison of these was mainly the lake of financial resources. In public sector is not the market which limits financial needs but the budget. To determine the rational level of financial needs we can see in details expenditures, we can compare similar institutions or we can measure cost effectiveness.
From the 1980 (local) public services were under-financed. The creation of local governments in 1990 out in the hand of local communities the responsibility to find resources, and to priorities between local needs. At the same time quality of local service delivery become a local responsibility too. The human approach to solve problems, the understanding of local specialities can contradict professionalism but finally is this which can generate local resources, energies, and free work for the community. This makes special the services delivered by a community to itself. ... and the control, the transparency against corruption: the eyes of the neighbourhood. No polce or law can be stronger.

Megyék, önkormányzatok feladatainak átalakulása / Transformation of county and munipal functions
Ugyanakkor a területfejlesztés világos helyének kijelölése egyértelműen pozitív eleme a megyékét érintő változásoknak, ahogy a megyei jogú városok bekerülése is a döntéshozatalba.
IN ENGLISH:
Again a colleague, a good friend called my attention on it:
The changes expected in the Hungarian local and regional government system will be as radical as that of 1990’s were. It seems that sub-national administrative system, local and regional governments will change in their content and character. What is in preparation does not meet the suggestions previously made by most of the experts, but it fits to the neo-weberian model. This represents a full paradigmatic change in front of the previously dominant Theacharian neo-conservative approach. The main problem with such radical changes are the risks of the not (well) treated details while we are dealing with the whole primarily and intermediate level of public service delivery. When we change the owner of function we alternate automatically functioning but we do not create automatically higher efficiency or effectiveness. The main question is obviously where extra money will come from. We expect and endorse it with calculation that the costs of the new system will increase, because employees accept easier lower payment from a small local government, but there is not too high potential of firing people. The poetical of increase of effectiveness was extracted by the creation of multifunctional micro-regional associations. Otherwise the appointment of the place of clear responsibility for regional development is strongly positive element of changes in relation of the status of counties, and also the integration of the county seed to the decision making.

Decentralizáció - recentralizáció / decentralization - recentralization
IN ENGLISH:
The problem with re-nationalization is not that somebody likes to have power and wants to use it. If somebody do not he his not to become a politician. But that person concentrating abusively the power risk to become responsible for everything which happens. Of course he can believe that he and his colleagues do only god thinks. Because is clear that he do not manage the country alone. At difference from dictatorships democratic systems are more stable because responsibilities, competencies are distributed, they are independent from knowledge, competencies of one unique person from the moral state of the dictator.
