Ismét kollégám, barátom hívta fel a figyelmemet a történésekre, nyilatkozatokra:
Az önkormányzati rendszer átalakulása az 1990-es változásokhoz mérhető lehet. Tartalmában, jellegében fog átalakulni az önkormányzatiság. Ami most előkészítés alatt van nem találkozik a legtöbb szakértő korábbi javaslataival, de beleilleszkedik egy neoweberianus ellátási modelbe. Ez teljes paradigma váltást jelent a korábbi neokonzervatív Theacherista modellhez képest. A probléma az ennyire radikális változásokkal, hogy szükségeszerűen magukban hordozzák a gyerekbetegségeket, miközben a tét óriási: a teljes hazai alap, és középfokú közösségi ellátás átalakul. A tulajdonosváltás zavarokat eredményezhet, de nem jár automatikusan hatékonyság javulással. A kérdés egyértelműen az, hogy honnan lesz pénz. Véleményünk, számításaink szerint az új rendszer többe fog kerülni, mert a kistelepülésektől jobban elfogadták alkalmazottaik a kevesebb pénz, miközben jelentős számú leépítésre már nem lehet számolni. A hatékonyság növekedési potenciál a kistérségi társulások rendszerének bevezetésével jórészt ki lett használva. Ugyanakkor a területfejlesztés világos helyének kijelölése egyértelműen pozitív eleme a megyékét érintő változásoknak, ahogy a megyei jogú városok bekerülése is a döntéshozatalba.

The changes expected in the Hungarian local and regional government system will be as radical as that of 1990’s were. It seems that sub-national administrative system, local and regional governments will change in their content and character. What is in preparation does not meet the suggestions previously made by most of the experts, but it fits to the neo-weberian model. This represents a full paradigmatic change in front of the previously dominant Theacharian neo-conservative approach. The main problem with such radical changes are the risks of the not (well) treated details while we are dealing with the whole primarily and intermediate level of public service delivery. When we change the owner of function we alternate automatically functioning but we do not create automatically higher efficiency or effectiveness. The main question is obviously where extra money will come from. We expect and endorse it with calculation that the costs of the new system will increase, because employees accept easier lower payment from a small local government, but there is not too high potential of firing people. The poetical of increase of effectiveness was extracted by the creation of multifunctional micro-regional associations. Otherwise the appointment of the place of clear responsibility for regional development is strongly positive element of changes in relation of the status of counties, and also the integration of the county seed to the decision making.
