Conflicts between local councils and mayors

Két kormánypárti polgármester törvény módosító javaslatot nyújtott be, hogy feloldják a képviselő testület és a polgármester közötti akut viták feloldására. Megoldásuk, hogy a testület szava legyen a döntő, és a kormányfő által  kinevezett, kormány által felügyelt kormányhivatalok vezetői irányítsák ilyen esetekben a testület munkáját. Ők polgármesterek saját maguk munkáját kritizálják, vagy bíznak benne, hogy rájuk nem kerülhet sor?
Régi kérdés a személyes és a testületi felelősség egyensúlyának kérdése. Ez valószínűleg a politikai rendszer kérdése. A helyi személyiségek, helyi legitim elit kifejlődése fontos korlátja lehet a központi (párt) eliteknek. Itt a maguk fejére húzták a tüzes koronát miközben azt gondolják, hogy amit tesznek csak a Dunakanyarban hat.

IN ENGLISH:

Two mayors who take part of the governmental majority presented a modification to the Act on local governments solving the situation when disparities between the major and local council block the local government in the actual legal framework. The solution following the modification of the Act give to solution to the hands of the local council which would be presided by the head of Governmental Offices named by the prime minister and controlled by the government. This two mayors somehow criticise their own work or they believe that they never will be in siilar situation?
The dilemma of personal or corporate responsibility is an old question. The solution should be given by the character of the political system.  The have local personalities, a legitimate local political  in country can limit the power of central political (party) elites.This two majors put hot crown in their own heads and they believe that the actual focus of the problem is far from them and it never will touch them.
